A link building agency gets other websites to link to yours. That is the whole job, and it is harder than it sounds. The links that help you rank are editorial, meaning a real person at a real site decided your page was worth pointing readers to. You cannot fake that at scale, and the agencies that try usually end up hurting their clients.
Search engines treat a link as a vote. When a respected site in your industry links to a page, it tells Google that page is probably useful.
